Long Description	By suppressing the spread of dissident ideas, this center will give a boost to the base approval rating of whatever planet it's built upon by 20%.

Comment: Why build this when the normal morale buildings gives bigger percentual boosts?

Reply: Because population size serves as a penalty the base value that the numbers on morale buildings are multipled against.. At 25bn pop they only provide 20% of thier rated level. This project will raise the level on such a planet to 40%, doubling thier effect.

Then this really is a bug. The fact that this bonus is more desirable than the "regular" morale bonus is concealed.
