Coming straight from memory of Gal Civ 1, repair was a fixed number...1,2,3 or something along those lines. A ship out in space would repair say 2 points per turn by default and any repair bonus through racial or trade goods would be applied to that fixed number. When in orbit of a planet that number doubles then repair bonuses are added to that. I beleive the default repair value is also dependant on the size of the haul to off set for larger HP values of a bigger ship. Just from memory hasnt been tested in game.
